Not everything here is a discussion. Groups keep files, shared notes, photos, and longer writes so you can catch up when you have half an hour — not only when you are online.
A library you can walk into
If groups were only chat, yesterday’s useful link would vanish. So each group can keep a small library: folders of documents, a wiki of shared notes, a gallery from a workshop, a list of trusted links, and the odd longer blog post.
Public project pages can also attach downloads — an information pack next to a consultation, for example — so you do not have to join a group just to read the briefing.

Can I read things without joining?
Often yes, on public pages and in groups that welcome guests. Some folders stay with members only — usually because they are work in progress, or not for a public audience yet.
Is this the same as the consultation downloads?
Same idea, different shelf. A consultation page may attach two or three files next to the survey. A group library is the ongoing collection for people who work in that topic.
How do I know a document is current?
Look at the date on the file, and at any note in the folder. If you are unsure, ask in the group. That is what the discussion is for.
